Kerajaan kelam yang dipimpin oleh Mickey Cohen (Sean Penn) dengan sukses mengatur bisnis narkotik, senjata dan prostitusi di bawah lindungan para politisi dan penegak hukum yang dibayar.


Geram melihat bisnis jahat yang bergeliat hebat ini, kelompok LAPD rahasia dipimpin oleh Sersan John O'Mara (Josh Brolin) dan Jerry Wooters (Ryan Gosling) mencari cara untuk menggulingkan mereka.


Los Angeles, 1949. Ruthless, Brooklyn-born mob king Mickey Cohen (Sean Penn) runs the show, reaping the ill-gotten gains from the drugs, the guns, the prostitutes. And he does it all with the protection of the police and the politicians who are under his control.

Now a small, secret crew of LAPD outsiders led by Sgt. John O'Mara (Josh Brolin) and Jerry Wooters (Ryan Gosling), come together to try to tear Cohen's world apart.
